In a statement to commemorate the evictions, Amnesty International and the Coalition of Forced Evictions, made up of Zimbabwean groups called on the government to immediately provide alternative housing for the victims.
When President Robert Mugabe`s previous administration embarked on the clean up campaign it was accused of trying to eliminate supporters of the then opposition Movement for Democratic Change (MDC) in urban areas.
The MDC led by Mr Mugabe`s former archrival and now Prime Minister Morgan Tsvangirai joined the veteran ruler in a unity government last year but the coalition is still struggling to provide essential services to impoverished Zimbabweans.
Operation Murambatsvina (Drive Out Filth) also left thousands jobless.
"It is a scandal that five years on, victims are left to survive in plastic shacks without basic essential services," said Mr Cousin Zillala in a statement issued by the groups.
"The needs of these victims are at risk of being forgotten because their voices are constantly ignored.
