Senegal:Tthousands of Displaced Unable to Return as Violence Spreads

New rebel attacks in Senegal’s southern Casamance province have raised fears that violent clashes between the Senegalese army and a splinter faction of the rebel Mouvement des Forces Démocratiques de Casamance (MFDC) signal a slide back to the civil war that officially ended with the peace agreement of December 2004. Since fighting erupted in mid-August – between government troops and MFDC rebels as well as between rival MFDC factions – aid agencies in the provincial capital Zinguinchor estimate that around 10,000 people have been internally displaced, while another 5,000 have crossed the border into neighbouring Gambia. While UN agencies have been delivering humanitarian aid to refugees in the Gambia, access to IDPs within Senegal has been hampered by the deteriorating security situation as well as the abundance of landmines in the south of the country. At the beginning of September a landmine killed an employee of the ICRC and wounded three others as they were carrying out a needs assessment of IDPs. Many villagers from the border areas between the two countries reportedly tend their farms in Casamance during the day and then spend the night in safety across the border in the Gambia. Since the MFDC started its fight for the independence of Casamance 24 years ago, it is estimated that between 50,000 and 64,000 people have been forced to move to other parts of Senegal, and while an unknown number of IDPs have spontaneously returned, the new fighting threatens to reverse that trend.
